The European Commission's "Zero Pollution Action Plan" aims to reduce the number of people chronically affected by traffic noise by 30%. A study conducted on behalf of the German Environment Agency evaluates the noise reduction potential of individual measures and measure bundles across road, rail, and air transport sectors. The analysis examines the impacts of technological advancements, traffic trends, and population growth up to 2040 through three scenarios: "Do-nothing," "Business-as-usual," and "Optimistic." The study's findings suggest that achieving the targets set by the action plan by 2030 is unlikely under current trajectories. While the "Business-as-usual" scenario indicates that the target for road traffic could be met by 2040, achieving the goals for rail and air traffic will require more ambitious measures. The results underscore the urgent need for enhanced noise mitigation strategies and integrated mobility planning to meet the ambitious objectives outlined in the Zero Pollution Action Plan. A comprehensive approach, including expanded electrification, optimized flight paths, and intensified noise abatement efforts, is essential to improving public health and environmental quality across Europe.
