A symposium with the above title was sponsored by International INCE and others. It was organized by INCE/Europe. The symposium was held in Paris, France on July 5-6, 2011. Below is the text of the opening remarks by symposium president Jean Tourret. Dr. Tourret is president of INCE/Europe.
