
Post Assessment on Environmental Management Policy about Urban Sound Qualified Zones Construction - A Case study on the effectiveness of environmental noise control technology and policy
In a country, top-level-designed environmental policies usually have most significant effects on solutions of environmental problems. However, because the policies usually involves many governmental departments and have many contents, technologies and costs, corresponding operation
is complicated and difficult. In China, so-called post assessment method (PAM) has been widely applied in huge governmental projects and plans for several periods, as shown in some of technology reports and research literatures, but they were rare to use in the policies of environmental noise
control area. In this paper, the authors introduce an important environmental management policy of urban sound qualified zones construction (USQZC), which was top-level designed and operated by corresponding governmental departments (in China), and discuss its effectiveness and analyze the
issues produced by applying PAM, At the same time, the authors also consider some view-points of the environmental policies from the new environmental protection law and economic new-normal-era in China. The Practice of USQZC in development and implementation process of the environmental noise
control policies provides a good case, which can be used for assessment and post- assessment of the environmental noise control policies.
