Global Research on Noise Monitoring for overnight deliveries in New York City

The NYCDOT's Off-Hour Delivery Program (OHD) has been proving to reduce truck impacts associated with deliveries. With a focus on expanding the program where noise complaints were filed and to places where increased OHD can improve the neighborhood's quality of life and health, a team is working to monitor and mitigate noise pollution generated from overnight deliveries, which face low background noise, making the truck noise more pronounced to residents. Public agencies worldwide have been implementing noise monitoring alternatives and noise abatement measures that reduce road traffic noise. In cooperation with Transport for London, NYC Department of Environmental Protection, Rensselaer Polytechnic Institute, New York University, and consultant HDR, NYCDOT is promoting Global Research on Noise Monitoring to discuss the city's Noise Code and regulatory framework, policies, enforcement and ultimately solutions to support off-hour deliveries. The purpose of this study is to demonstrate the efforts of the team to monitor noise patterns in the city. Two pilots were conducted in 2015 in partnership with private companies. The pilots identified some challenges in installing the equipment and identified requirements for implementing noise monitoring for deliveries. The expansion of the program to other places in the city is continuing.
